This refers to the routine inspection
conducted
by H. Hiller, J.
Minton,
and
B. Olson during the period
from November
10 through
December
21,
1992.
This
inspection examined your activities as authorized
by NRC License Nos.
DPR-80 and
At the conclusion of the inspection,
the inspectors
discussed
their
findings with members of the
PG&E staff.
Areas
examined during this inspection
are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations
of
procedures
and
representative
records,
interviews
with
personnel,
and
observations
by the inspectors..
A noteworthy strength
was
observed
during this inspection
period involving a
licensed
operator's
observation
of
a fastener
on the
ground.
The resulting
investigation identified a pending failure of an electrical connection
on a main
transformer,
which
was
promptly
repaired.
This
operator's
alertness
and
initiative may have averted
a plant trip.
This questioning attitude should
be
encouraged.
No violations or deviations
were identified during this inspection.
However,
paragraph
14.c of the enclosed inspection report discusses
one apparent Severity
Level
V violation which was identified during the Shutdown Risk Team Inspection
conducted
during the
1992 Unit
1 refueling outage.
This apparent
violation
concerned
plant staff personnel
who exceeded
Technical
Specification
overtime
limitations without prior authorization.
Since the criteria of Section VII.B.2
of the
NRC Enforcement Policy were satisfied, this violation was not cited.
In accordance
with 10 CFR 2.790{a),
a copy of this letter and the enclosure will
be placed in the
NRC Public Document
Room.
