CLOSURE OF REVIEW OF RESPONSE TO GENERIC LETTER 97-05, "STEAM GENERATOR TUBE INSPECTION TECHNIQUES" FOR THE SURRY POWER STATION, UNITS 1 AND 2 (TAC NOS. MA0501 AND MA0502)
Dear Mr. O'Hanlon:
The purpose of this letter is to provide our completed evaluation of your response to the subject generic letter, and to inform you we have closed the issue.
The NRC issued Generic Letter (GL) 97-05, "Steam Gener2.tor Tube l.r,spection Techniques,"
on December 17, 1997. The focus of GL 97-05 was to verify that licensees' steam generator (SG) tube inspection practices were consistent with regulatory reciuirements and plant licensing bases. Virginia Electric and Power Company (VEPCO) has provided the NRC with information regarding the inspection techniques used at Surry Power Station, Units 1 and 2, in submittals dated March 17, and September 10, 1998, during phone calls on October 28, 1998 and April 28, 1999, and in a submittal dated May 17, 1999. According to information provided by VEPCO, two types of SG tube degradation are dispositioned by sizing the through-wall depth at Surry Power Station, anti-vibration bar (AVB) wear and pit indications. Only the Surry Unit 2 SG tubes are believed to be affected by pitting at this time.
We have completed our review of your response to GL 97-05. The enclosure provides the staff's assessment of the inspection techniques used to size SG tube degradation at Surry Units 1 and 2. We have concluded that VEPCO had an inadequate technical basis for assuming that suspected pit indications contained in four tubes in the Surry Unit 2 SGs were representative of actual pitting prior to the 1999 refueling outage. Therefore, the application of a pitting sizing technique to estimate the depth of these indications was inappropriate.
However, all tubes with known pit-like indications were plugged in the most recent Unit 2 outage. We commend VEPCO for taking these steps to ensure integrity of the reactor coolant pressure boundary. The staff did not identify any concerns with the licensee's approach for dispositioning tubes with AVB wear indications.
