OYSTER CREEK NUCLEAR GENERATING STATION - SECURITY INSPECTION

REPORT 05000219/2018410

Dear Mr. Hanson:

On May 31, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Oyster Creek Nuclear Generating Station and discussed the results of the inspection with Mr. Timothy Moore, Site Vice-President and other members of your staff. The results are documented in the enclosed report.

The NRCs inspectors documented three findings of very low security significance (Green) in this report. These findings involved violations of NRC requirements. The NRC is treating these violations as non-cited violations (NCVs) consistent with Section 2.3.2.a of the Enforcement Policy.

Further, the inspectors documented a licensee-identified violation which was determined to be of very low security significance (Green) in this report. The NRC is treating this violation as NCV consistent with Section 2.3.2.a of the Enforcement Policy.

If you contest these violations or the significance of the NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S.

Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 0001; with copies to the Regional Administrator, Region I; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspector at the Oyster Creek Nuclear Generating Station.

Three cross-cutting aspects were assigned to the findings in the area of Human Performance.

Specifically, Exelon failed to stop when faced with uncertain conditions, [H.11], Exelon failed to recognize and plan for the possibility of mistakes, latent issues, and inherent risk [H.12], and Exelon failed to provide training to maintain a knowledgeable and technically competent workforce [H.9].

Enclosure transmitted herewith contains Sensitive, Unclassified, Non-Safeguards Information. When separated from the Enclosure, the transmittal document is decontrolled. If you disagree with a cross-cutting aspect assignment or a finding not associated with a regulatory requirement in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region I; and the NRC resident inspector at Oyster Creek Nuclear Generating Station.

This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRCs Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390, in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1).
