Dear Mr. Grier:

The FitzPatrick plant staff has completed its review of Revision 2 to the subject bulletin and provides below our response to the revisea or additional requireme.its in the same order as presented in the Bulletin.

Paragraph 5:

Use of Expansion Anchors in Concrete Block Walls.

The plant staff has not encountered an instance to date where expansion anchors have been used in masonary type walls.

Although not anticipated, should this use of expansion anchors be identified, appropriate corrective action will be accooplished per Revision 2 of the Bulletin.

Paragraph 6:

Inspection and Analysis of Pipe Supports Using Structural Shapes in Lieu of Base Plates.

The inspection program being carried out by the plant staff includes all pipe supports on Seismic Category I piping systems which use concrete expansion anchors. This includes those supports using structural shapes as well as those using baseplates.

Criteria for acceptance and preload are the same in either case.

Schedule of Completion of Inspection and Analysis As stated in our 13 September 1979 letter to your office, the inspection and analysis of pipe supports using concrete expansion anchors is scheduled to complete 1 March 1980.

The analysis of baseplate flexibility and anchor bolt loading required verification of as-built condition and completion of the major task of pipe stress reanalysis using up-to-date computer codes.

Since these effors preclude valid computation of anchor bolt loading the commencement of this activity was necessarily delayed.

Completion by 15 November 1979 as expected by Revision 2 is not possible in our situation.

Paragraph 8:

Safety Factor and Preload Activity The plant staff has used the safety factors of Paragraph 2 throughout its program as the criteria for ac:eptance.

Farthermore, the program requires preload of all expansion anchors subjected to tension load in accordance with Paragraph 4.
