e APPENDIX A NOTICE OF VIOLATION Public Service Company of New Hampshire Docket Nos. 50-443 50-444 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Seabrook Nuclear Power Station, Seabrook, New Hampshire, of activities authorized by NRC Construction Permit Nos.

CPPR-135 and CPPR-136.

During this inspection conducted on December 12-15, 1978, the following apparent item of noncompliance was identified.

10 CFR 50, Appendix B, Criterion XIII states in part, " Measures shall be established to control the handling, storage... preservation,of material... in accordance with work and inspection instructio'ns to prevent damage or deterioration."

Public Service Company of New Hampshire, Seabrook' Station, PSAR Section 17.1.13, Handling, Storage and Shipping, requires that "... instructions shall include... requirements for cleaning, preservation, and protective environment to prevent damage or deterioration of the material or equipment.

The site constructors shall develop a storage and handling program which will maintain material... in the same condition as when received."

UE&C Specification 9763.006-12-1, Structural Steel Work, Revision 6, paragraph 3.7.2 states in part, " Furnish substantial timbers and blocking to place under steel.

Steel shall be stored or blocked to prevent accumulatic., of mud, dirt or other foreign matter on steel.'

Contrary to the above, on December 13, 1978, a class D storage area con-tained structural steel on which there were accumulations of dirt and foreign matter because the dunnage permitted the steel to contact the ground.

In addition, structural steel parts were immersed in frozen water which had been trapped in the buckets in which the parts were stored.

This item is an infraction.
