SUMMARY
OF OCTOBER 30, 2024, PRE-APPLICATION PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO REVISE TS SR 3.8.1.2 AND 3.8.1.5 FOR DIESEL GENERATOR LOADING (EPID NO.
On October 30, 2024, an Observation, pre-application public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) for Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2. SNC proposes to revise Technical Specification (TS) Surveillance Requirements (SR) 3.8.1.2 and 3.8.1.5 for Diesel Generator (DG) Loading. Specifically, the proposed change would replace the current DG loading requirements with a loading requirement of 90 to 100% of the continuous rating for the DGs.

The meeting was noticed on the NRC public meeting website on October 16, 2024 (ML24290A140).
The NRC staff opened the meeting with introductory remarks and an introduction of the attendees.
The SNC staff presented slides (ML24295A184) regarding their proposed LAR and discussed the (1) Hatch system for DG loading and its history, (2) requested TS changes, (3) technical and regulatory evaluation, (4) justification for the proposed change, and (5) precedents.
NRC staff questions/comments The NRC staff asked what percentage (e.g., 93%, 95%, etc., of their capacity) each of the DGs are loaded for post-accident loads.
The NRC asked and the licensee confirmed that SNC is not proposing to update its licensing basis to Revision 3 of Regulatory Guide (RG) 1.9, Selection, Design, Qualification, and Testing of Emergency Diesel Generator Units Used as Class 1E Onsite Electric Power Systems at Nuclear Power Plants. The NRC staff also inquired what was the prohibition within the RG limits the licensee desire to update to Revision 3, July 1993, considering Revision 4 was issued March 2007.
The NRC staff asked what the maximum loading of the DGs would be during a loss-of-offsite power condition concurrent with one diesel out during a worst-case accident scenario.

Closing The NRC staff made no regulatory decisions during the meeting.
