TheU.S.NuclearRegulatoryCommission(NRC)isissuingthisregulatoryissuesummary(RIS)toinformaddresseesaboutimpendingchangestothecurrentlyinstalledNRCEmergency TelecommunicationsSystem(ETS).ThisRISprovidesinformationontheprocessthatwillbe followedtomodifytheETSatpowerreactorsites.ThisRISalsonotifiesaddresseesabouta voluntary,optionalapproachthatwouldutilizecorporateemergencytelecommunications systemsinlieuoftheNRC'sdedicatedcircuitsforprovidingETSservice.BackgroundInformationTheETSprovidessevencommunicationfunctionstonuclearpowerreactoremergencyresponsefacilities.ThesecommunicationfunctionsareconsideredessentialtotheNRC responsetoaneventatanuclearpowerplant.TheETSserviceiscurrentlyprovidedusing directaccesslines(DALs)totheFederalGovernment'slongdistancenetwork,FTS2000.
ThesededicatedlinesprovideadirectconnectiontoFTS2000andarenotswitchedatthelocal centraloffice.Thisdesignfeatureisimportantbecauseofpossiblecallvolumesaturationatthe localtelephoneofficeduringanemergency.TheFTS2000contractwillexpireinDecember 2000.TheGeneralServicesAdministrationhasenteredintofollow-oncontractswithMCI WorldComandSprintforlongdistanceservice.ThenewserviceiscalledFTS2001,andNRC hasselectedMCIWorldComasitsFTS2001provider.AllcurrentETSserviceisincludedin theNRCplansforconversiontoFTS2001,andthetransitionwilloccurbetweenAugustand Octoberof2000.Inreviewingtheoptionsforapost-FTS2000ETSinSECY-98-194,(AccessionNo.9812110073)theNRCidentifiedapotentialefficiencyenhancement.Theprimarypurposeof theDALsistoprovideaccesstolongdistancenetworksindependentofthelocaltelephone switch.Aconsultantstudyandasurveyofarepresentativecrosssectionoflicenseesites indicatethatmostutilitieshaveestablishedcorporatetelecommunicationscapabilitiesthat alreadyprovideaccesstolongdistancenetworkswithouthavingtogothroughalocal telephonecompanyswitch.Therefore,ETSfunctionalitycouldbeprovidedovercorporate networksatminimalcosttolicensees;thismeasurewouldeliminatethelargerecurringcosts associatedwiththeNRC'sdedicatedcircuits.ML003727812 RIS2000-11Page2of3LicenseecostswouldberestrictedtocostsassociatedwithreroutingtheETScircuitstothelicensee'snetwork.AlllongdistancechargeswouldcontinuetobepaidforbytheGovernment.SummaryofIssueTheNRCrequiresreliableemergencytelecommunicationscapabilityatnuclearpowerplantsin10CFR50.47(b)(6)and10CFRPart50,AppendixE.Thetelecommunicationsfunctions relatedtocommunicationbetweentheNRCandnuclearpowerplantcontrolroomsand emergencyresponsefacilitiesarecurrentlyprovidedbytheNRCutilizingdedicatedcircuitsto theFTS2000network.BecauseoftheexpirationoftheFTS2000contract,theETScircuits willbetransferredtothefollow-onFTS2001systemusingMCIWorldComastheservice provider.ThemethodologyfortheservicetransitionisdiscussedinAttachment1.InSECY-98-194,theNRCstaffidentifiedoptionsformoreefficientlyprovidingETSservicesfornuclearpowerplants.TheoptionsupportedbythestaffandapprovedbytheCommission wouldinvolvetheuseofpreexistinglicenseecommunicationsnetworkstoprovideaccessto longdistanceserviceinamannerthatwouldbeindependentofthelocaltelephoneswitch.In theoriginalformulationofthisplan,rulemakingwastheanticipatedvehicleforaccomplishing thisgoal.ConsistentwiththeCommission'sdecisiononusingindustryinitiativesinthe regulatoryprocess,thestaffhaspursuedtheconceptofavoluntaryindustryinitiativetoprovide ETSfunctionalityusingcorporatecommunicationsnetworksthroughtheNuclearEnergy Institute(NEI).Anumberofutilitieshavealreadyexpressedinterestintheinitiative.TheNRCstaffwillcontinuetosupporttheoptionaluseoflicenseecommunicationsnetworkstoprovidelongdistanceaccesstoETScircuitsinthosecasesinwhichthelicensee'snetworkcan routeETScallstolongdistanceserviceindependentofthelocaltelephoneswitch.Detailsof thisalternativeapproachareprovidedinAttachment2.Licenseesthatdesiretoimplementthis optioninlieuoftheplannedcutovertoFTS2001shouldnotifytheNRCETSProjectOfficer, JohnJolicoeur,throughtheirNRRProjectManagerassoonaspossible(preferablybefore July30,2000).RequestsreceivedafterJuly30willbeaccepted,butitmaybetoolateto preempttheinstallationofFTS2001service.PleasenotethatNRCstaffwillhostaone-dayworkshopforthoselicenseeswhoareplanningtoimplementthevoluntaryalternativedescribedinAttachment2orareinterestedinobtaining additionalinformationaboutthisoptiontomakeaninformeddecision.Theworkshopis tentativelyscheduledtobeheldonJuly21,2000,attheNRCRegionIIIofficesinLisle,Illinois.

METHODOLOGY
FORNRCEMERGENCYTELECOMMUNICATIONSSYSTEM(ETS)TRANSITIONFROMFTS2000TOFTS2001Atthoselocationsinwhichtheuseoflicenseecommunicationsnetworksisnotanoptionorinwhichthelicenseechoosesnottoimplementtheoption,thetransitionfromtheFTS2000 (AT&T)networktotheFTS2001(MCI)networkwilltakeplace.Thethreetypesoftransitioncutoversareasfollows:
1.Parallel-Allnewfacilitiesareutilized,includingthecustomer-providedequipment(CPE).Therearenocontingencyoptionsneededforthistypeofcutoverasallfunctions areruninparallelbeforecutover.2.Managed-Thenewfacilitiescanonlybeinstalledtoapointwithintheuser'sbuildingandnottothefinalterminationpointortheCPE.Thegainingvendor(MCI)is responsibleformanagingallfacetsofthetransitionprocess.Contingencyoptionsthat allowtheNRCtofallbackonAT&T-providedfacilitiesarenecessaryifoperational requirementsarenotmetunderthenewservice.3.Coordinated-Thistypeofcutovershouldonlybeusedwhenallotheroptionshavebeenexhausted.Thisoptiondoesnotallowforanycontingencyplansandis,therefore, theoptionwiththehighestrisk.TheNRCETSserviceswill,forthemostpart,utilizethe managedcutoveroption.Theuseofacoordinatedcutoverwillonlybeimplementedwhenthelocalexchangecompany(LEC)accessisunabletoaccommodatethe installationofnewservicestothelicensee'smaindistributionframe(MDF).Timelinesfor thethreetypesofcutoversarelistedattheendofthismethodology.ThefollowingmethodologywillbeusedtoperformtheETStransitioninordertominimizetheoverallrisktotheETStransition:Pre-TransitionTesting:Beforethelocalexchangecompany'sfirmorderconfirmation(FOC)dateforthedeliveryofthenewservice,eachoftheNRCETSfunctionsshouldbetestedbythe licenseetoachievethefollowing:1.Ensurethecontinuityofthelicensee-providedinsidewiring.
2.Minimizetheimpactofproblemresolutionduringthetransitionprocess.
TransitionRotation:IftherearelimitationstotheavailabilityofinsidewiringwithrespecttotheControlRoomfromtheMDF,eachoftheETSfunctionswillberotatedinthemannerdescribedbelowusingexistingwiring,wherepossible.[Note:(1)EachstepofthetransitionwillbetestedasdescribedunderTestingMethodologytoensurefullduplexcallcompletionandconnectivity;(2)AtthoselocationsinwhichtheEmergencyOffsiteFacility(EOF)isfedbydifferentLEC facilitiesthanthemainplant,theManagementCounterpartLink(MCL)andtheOperations CenterInformationManagementSystemLocalAreaNetwork(LAN)functionshavebeen Attachment1RIS2000-11 Page2of5removedfromtheplantTechnicalSupportCenter(TSC);(3)TheEmergencyResponseDataSystem(ERDS)doesnotexistattheEOF.]1.Whenpossible,asparecablepairintotheControlRoomortheEmergencyNotificationSystem(ENS)connectionintheTSCshallbeusedtotesttheMCI-providedENS function.IfasparecablepairdoesnotexistortheTSCENSuseinterfereswiththe operatingENSconnection,oneofthecounterpartlinksintheTSCshallbeusedtotest thenewMCIENSasdescribedunderTestingMethodology.OncethenewMCIENS hasbeenfunctionallytestedandaccepted,amanagedtransitionoftheControlRoom andTSClocationswillbeperformed,followedbyanothertestandacceptanceperiod.2.ThenextfunctiontobetransitionedwillbetheManagementCounterpartLink(MCL)whereapplicable.TheinsidewiringfromtheMDFtotheTSCwillbeusedtosupport thenewMCLfunction.ThispracticewillleavetheFTS2000MCLterminatedatthe MDFofthesite.3.ThenextfunctiontobetransitionedwillbetheProtectiveMeasuresCounterpartLink(PMCL),whichwillbetreatedinthesamemannerastheMCLfunction.4.TheReactorSafetyCounterpartLink(RSCL)willbesimilarlytransitionednext.
5.TheHealthPhysicsNetwork(HPN)functionwillbethenextfunctiontobetransitionedandtested.6.TheERDSlocatedinthelicensee'scomputerroomwillthenbetransitioned.
7.ThefinalETSfunctiontobetransitionedistheOperationsCenterInformationManagementSystem(LAN)functionwhereapplicable.Ifrequired,theLANwillbe transitionedthesameasinstep2above.TestingMethodology:Testingaspartofthistransitionprogramisperformedintwoparts:1.Pre-TransitionTesting:a.ThelicenseeshallassistinthefunctionaltestingofeachoftheETSfunctionsbeforetransitiontoensuretheexistingcablepathandtheNRCCPEare functionallycompliantwiththeservicerequirements.b.FunctionaltestingisdefinedastheabilityoftheETSfunctiontopasstwo-waycalltestingwiththeNRCOperationsCenterorotherdesignatedtestpoint.c.Forthosefunctionsthatdonotpassthefunctionaltesting,isolationoftheproblemshallbeconductedtoensurethecontinuityofthelicensee'scablepath, necessarytoresolveissueswiththelicensee'scableplant.e.Oncedeterminedtobefunctional,theservicewillbedeclaredreadyfortransition.2.NewServiceAcceptanceTestinga.ThelicenseeshallassisttheNRCinthefunctionaltestingofeachofthenewETSfunctionsastheyaredeclaredreadyforcustomeracceptancetestingby MCI.b.Thetestingshallmirrorthepre-transitiontesting,withnon-functionalservicesbeingreferredimmediatelytoMCIforresolution.c.TheNRCwillberesponsiblefortrackingtheproblemtoresolution,andthelicenseewillprovideassistanceasnecessarytoresolveissueswiththe licensee'scableplant.d.Onceperformed,theacceptancetestingwillrecommenceforverificationandacceptanceofthenewservice.InformationDissemination:MCIwillberesponsibleforprovidingtheNRCandthelicenseewithcircuitinformationandotherpertinentinformationrelatedtoeachofthefunctions.LicenseeResponsibilities:Thelicenseewillberesponsibleforthefollowingactionsinsupportofthiseffort.Itisestimatedthatahalf-daywillberequiredpersitetoperformthetransition.A siteisdefinedasalocationatwhichallETSfunctionsarefedfromthesameMDF.Whenthe EOFisfedbydifferentLECfacilitiesthanthemainplant,theEOFisconsideredaseparatesite andanadditionalhalf-dayisrequired.Theseadditionalsiteswillbetreatedasanewlocation forthepurposesofthetransition.1.Makingthecross-connectchangestoaccomplishthesevenstepspreviouslymentionedduringthetransitionprocess.2.AssistingtheNRCinmakingcontinuityand/orfunctionalitytestingbothbeforetheinstallationasdescribedinthepre-transitiontestingphaseandaspartoftheservice Page2of4ThestaffwouldconsiderlicenseetelecommunicationssystemsacceptableforthecurrentETSifthey,liketheDALs,donotrelyonthelocaltelephoneswitch.Thisideaisillustrated conceptuallyinFigure2.TheNRCbelievesthatlicenseetelecommunicationssystemsinmany casesmaybejustasreliableastheDALs,especiallyiftheycanreachthepublicswitched network(PSN)usingindependentmeanswithoutgoingthroughthelocaltelephoneswitch.The importanceofindependencewasillustratedbytheexperienceatDavis-BesseonJune24, 1998,whenatornadodestroyedallmodesoftelecommunicationsatthesiteexceptthe licensee'scorporatemicrowavesystem.TheControlRoomoperatorshadonecircuitavailable onthatnetwork,whichwasusedtocommunicatewiththeNRC,whichsubsequentlynotifiedthe Stateauthoritiesoftheconditionsonsite.ExamplesofacceptablepathsforETSaccessto longdistancenetworksincludethefollowing:*Landlinesthroughanonsiteprivatebranchexchange(PBX)outtotheutilitynetwork
- AmicrowavelinktothePSN(e.g.,throughacorporateoffice)
- Acorporatefibernetwork
- Asatellitesystem
- Anyothertelecommunicationssystemornetworkthatcanprovidelongdistanceaccessindependentofthelocaltelephoneswitc Figure2:ProposedNRCEmergencyTelecommunicationsSystemAttachment2RIS2000-11 Page3of4InorderforlicenseestoprovideETSaccess,thecurrentETStelephonesormodems(forERDS)wouldhavetobere-routedtobecarriedonacorporatesystemaspreviouslydescribed.
ThistaskcouldbeaccomplishedbyroutingthecircuitsthroughthesitePBX.Thismeasure wouldprovideaccesstomultiplepathsforcallrouting.Otherwise,thecircuitscouldbere- routedatthemaindistributionframetothesystemselectedforETSservices.Ifdirected throughatoll-free(800/888)exchange,thecostoflongdistancecallsassociatedwithETSwill bepaidbytheGovernment.Inaddition,theNRCOperationsCenteracceptsallcalls(toll-free, commercial,orcollect)fromanypersonreportinganuclearemergency,regardlessofwhether theETSisinvolved.ForthoseplantswithoffsiteEOFs,thepossibilityexiststhatadequatecommunicationsfacilitiestoimplementthisplanmightonlyexistatoneofthetwolocations(i.e.,eithertheplantorthe EOF).Inthiscase,themethodologydiscussedabovecouldbeusedatoneofthetwolocations andFTS2001DALswouldbeprovidedattheothe Attachment2RIS2000-11 Page4of4TheportablesatellitetelephonesprovidedtoeachNRCResidentInspectorwillremainonsiteandwillbemadeavailableforemergencyreportingincasesoftotallossoftelecommunications tothesite.Implementationofthisvoluntaryinitiativewouldentailthefollowing:
1.ReviewingsitetelecommunicationscapabilitiestoverifythatETScircuitscanbeprovidedaccesstolongdistanceservicebywayofexistingsitesystemsthatare independentofthelocaltelephoneswitchthatservesthesite.2.NotifyingtheNRC,inwriting,ofyourintenttoprovideETSservicesutilizingcorporatecommunicationssystems.Yournotificationshoulddescribethesystemproposedfor providingETSserviceandshouldgiveapointofcontact.3.ReroutingofallcurrentETSservicethroughtheonsitetelephonesystem.ProvidealistofthetelephonenumbersfortheETScircuitsthathavebeenplacedoncorporate communicationsystemstotheNRCETSProjectOfficer(JohnJolicoeur,IRO).4.EnsuringtheERDSandOperationsCenterLANcircuitsareanalogcircuits.
5.ConductingtestsofthenewlyinstalledcircuitswiththeNRCOperationsCenter.
6.Revisingprocedures,asappropriate,foroperationwiththenewlyinstalledETSservice.
7.ProvidingdialinginstructionsatallETSlocationsforeachcallroutingoptionavailable.
