g,_ ;',m MEMORANDUM FOR:

Richard E. Cunningham, Director, Division of Fuel Cycle i

and Material Safety, NMSS FRCM:

Boyce H. Grier, Director, Region I, IE

SUBJECT:

REQUEST FROM STATE OF RHODE ISLAND TO NRC FOR ACTIONS CONCERNING DECOMMISSIONING OF UNC RECOVERY SYSTEMS, WOOORIVER JUNCTION SITE

Reference:

Letter dated January 14, 1981, from Malcolm J. Grant, Policy Associate to the Governor of Rhode Island, to Boyce H. Grier, Director, Region I In the referenced letter Mr. Grant requested either NRC response to or NRC action on 15 items. The referenced letter and the Region I response are enclosed (enclosures 1 and 2). As you can see, items 4, 5, 6, 7, 8, 14 and 15 pertain to areas which concern your offices.

Item 7 requests that the NRC conduct a ground survey of the UNC Recovery Systems site for radioactivity. We understand that you are planning to have a ground survey conducted as part of the final NRC confirmatory survey of the site which will be conducted after UNC has-decommissioned-and decontaminated the site.

Item 15 concerns the scheduling of an NRC hearing.

It would appear that most of the actions being requested at this time by Mr. Grant concerning an NRC hearing require action on the part of the Office of the Executive Legal Director (OELD). We are contacting OELD concerning this item (enclosure 3).

As far as items 4, 5, 6, and 8 are concerned we request that you provide the NRC response to these items to Mr. Grant. Thank you for your attention to this matter.
