This refers to the performance appraisal of the environmental monitoring

~ program (NRC Cooperative Agreement NRC-30-83-647) conducted by

. Dr.' R. B._ Holtzman and Mr. D. G. Wiedeman of this office, at the State of 4

~ Wisconsin-Department of Health and Social Services on November 15 and 16, 1989,

. and to the. discussion of our findings with you and others of your staff at its conclusion on_ November 16,1989, and.also with Mr. D. Hassemer of the State

' Laboratory of Hygiene on November 15,_1989.

'The' enclosed appraisal report identifies several general. areas examined during

'the appraisal._- Within these areas, the appraisal consisted of a review of selected records, procedures, and discussions with the management and staff of i

the_Section of Radiation Protection and the State Laboratory of Hygiene.

We..found that, overall, the performance of the program was good and satisfied

'the objectives and conditions of the cooperative agreement between the State of f

Wisconsin and the NRC.

Progress has occurred since the previous appraisal in

. January --1985.

However, some minor weaknesses remain, and there is room for improvement in certain areas as summarized in Section 6 of the enclosed report.

We understand improvements will be made as soon~as practicable.

Based on our review, we have recommended continuation of the cooperative agreement currently in force.
