Gentlemen:

SUBJECT: Combined Inspection Report Nos. 50-334/89-23 and 50-412/89-22

This refers to the routine resident safety inspection by Mr. P. Wilson at the

Beaver Valley Power Station in Shippingport, Pennsylvania. The reporting

period covers the time from November 18 - December 31, 1989. The inspection

consisted of document reviews, interviews and observation of activities. The

findings were summarized and discussed with you and members of your staff after

of the inspection.

Based on the results of this inspection, it appears that in one instance, your

activities were not conducted in full compliance with NRC requirements.

Failure to follow your written procedures apparently led to a Unit 1 Safety

Injection actuation while that unit was shut down.

Please respond to this

matter in accordance with'the enclosed Appendix A.

'This letter also acknowledges receipt of your letter dated December 15, 1989

in response to our letter dated November 15, 1989 addressing your corrective action
