Dear Mr. Fcigenbaum:

SUBJECT: NRC INSPECTION REPORT NO. 50-443/93-05

This letter transmits the report of the safety inspection findings of the resident staff at

Seabrook Station for the period of March 2 through April 5,1993. The inspection consisted

of document reviews, personnel interviews, and observations of activities important to the

health and safety of the public. The inspector discussed the findings with Mr. W. DiProfio

and members of your staff after the inspection.

Overall, this inspection found that activities were conducted safely. In particular, your

actions before and during the March 13-14 blizzard were excellent.

One engineering activity was in violation of regulatory requirements. Your staff approved a

change to the design basis tornado dcscribed in the Updated Final Safety Analysis Report

(UFSAR) without completing a safety evaluation or updating the UFSAR. Your subsequent

evaluations were thorough and concluded that there were no unreviewed safety questions.

The violation is cited in the enclosed Notice of Violation.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. In your response, you should document the

specific actions taken and any additional actions you plan to prevent recurrence. You should

also address why the non::onforming condition of the tornado doors was not immediately

reported. After reviewing your response to this Notice, including your proposed corrective

actions and the results of future inspections, the NRC will determine whether further NRC

enforcement action is necessary to ensure compliance with NRC regulatory requirements.-

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and

its enclosures will be placed in the NRC Public Document Room.
