This letter constitutes our formal response to the subject Report.
It is our opinion that nothing in the Report or this letter is of a proprietary nature.
ITEM I NRC Finding:
"... Engineering Assistants (who were not qualified to do the work of a Welding Engineer), employed by II. J. Kaiser, were performing functions which were described in the contractor procedures as ' Welding Engineer' functions." (Violation of 10CFR50, Appendix B, Criterion IX)
A.
Corrective Action Taken and Results Achieved Procedure WCP-7, " Welding Control," has been revised to require the Project Welding Engineer to designate certain qualified personnel to re-view and approve KEI-Weld-l forms, KEI-Weld-1A forms, hanger drawings and ISK drawings.
B.
Corrective Action Taken to Prevent Further Noncompliance As stated above, the revision to WCP-7 will prevent further noncompliance.
