describes alternative methods of compliance with certain License Condition 2.C.(4) requirements as listed in Table 1 of the License Amendment Number 18 SER. contains an informational copy of the revised portion of USAR Section 9.5.1 that reflects incorporation of the FHAR by reference and Attachment 4 contains an informational copy of FHAR Section 8.0, Revision 12.

The Safety Assessment and Significant Hazards Consideration (Attachment 1) of this application discusses Toledo Edison's plans to complete the installation of additional area-type detection in the fuel

handling area (Rooin 300) by the end of the Seventh Refueling Outage.

This work is currently underway and following its completion Toledo Edison vill submit a work completion confirmation letter to the NRC.

This License Amendment Request supersedes Toledo Edison's March 22, 1990 License Amendment Request (Toledo Edison letter Serial Number 1788).

Toledo Edison requests that this application be approved and issued by the NRC by April 30, 1992, for implementation within 60 days thereafter.
