Dear Ms. Schmitt,
As the U.S. Nuclear Regulatory Commission (NRCs) Fort Calhoun Station (FCS) decommissioning project manager, I am writing to inform you that the NRC has issued a license amendment relating to the implementation of new Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (the Plans) for Fort Calhoun Station that reflects the fact that all spent fuel will be moved into an onsite independent spent fuel storage installation (ISFSI) by mid-2020.
The Plans address the protection of radiological materials at the facility that are covered by the FCS renewed operating license and requires that all spent nuclear fuel will be in storage at the onsite ISFSI before the Plans can be implemented.
The NRC staff determined that these FCS ISFSI-Only Plans continue to meet the standards in Title 10 of the Code of Federal Regulations (10 CFR), Section 72.212, Conditions of general license issued under §72.210, Paragraph (b)(9). As such, the FCS ISFSI-Only Plans provide reasonable assurance that adequate protective measures can and will be taken in the event of a physical security event at the site. These changes more fully reflect the status of the facility, as well as the reduced scope of potential radiological accidents once all spent fuel has been moved to dry cask storage within the onsite ISFSI.
The license amendment application was noticed in the Federal Register on August 6, 2019 (84 FR 38297). The amendment approving the FCS ISFSI-Only Plans is provided in Enclosure 1 of the attached letter. Enclosure 2 to the letter contains the staffs associated safety evaluation which includes safeguards information and is therefore withheld from public disclosure. Viewing Enclosure 2 would require the viewing official to meet the requirements of 10 CFR 73.22 Protection of Safeguards Information: Specific Requirements.
