WMEG REVIEW OF THE TECHNICAL SCOPE OF WORK FOR CHARACTERIZATION OF THE FALLS CITY, TX SITE (UMTRAP)

Under Technical Assistance Request #WM-85951, you have requested a review of the subject document. This document consists of the following four data collection subcontracts:

1) Borehole Ceophysical Logging
2) Site Characterization Radiological Survey
3) Piezocone Testing
4) Dr3111ng/ Rock Sampling / Monitor Well i

Installation We have reviewed the geotechnical engineering aspects of these subcontracts.

Based on a limited familiarity of the site, we do not have any comments on the proposed scope of work. However, during our review of this document, we had several questions regarding the information presented. As documented in a conversation record dated October 31, 1985 (Mr. Steve Smykowski, NRC, to Mr. Kelly Peil, TAC), these questions have been resolved. Although we have no comments at this time, it may be necessary to reevaluate the site characterization program and recommend additional testing with the receipt of site characterization data.

We noted that the plan does not include a characterization program for radon barrier and riprap materials. During the aforementioned telephone conversation, the TAC indicated that there are no plans for using a rock erosion cover at this site and : hat preliminary characterization of the radon barrier material vill be performed on a limited basis as described in the TAC's Basic Ordering Agreement. Additional characterization of the radon barrier material will be performed by the TAC once the RAC identifies and approves a borrow site.

It would be beneficial for the DOE to submit the characterization plan for staff r.* view and recommendations prior to the beginning of final characterization. NRC review of the plan would help to assure that the cover material is characterized as described in the staff Standard Review Plan.
