CONTRACT NO. NRC-26-96-263 REQUEST TO CHANGE KEY PERSONNEL

Dear Ms Knox-Davin:

Enclosed for your review and approval are the resumes of three individuals we are submitting for staff replacements on the NRC contract entitled " Technical Assistance for Training in Radiation Protection" Your approval of the following substitutions will be implemented prior to the April 7-11,1997 Radiation Waste Management Course offering. Only on: person, Steven Duce, is considered a key personnel replacement, for Larry MacKay. Jeanne McBride and Michael Littleton are submitted as replacements for Dave Simpson, instructor / project oversight, and Alex Boerner, secondary instructor, respectively Our request for personnel changes are two-fold, as identified below:

1. When ORAU responded to the NRC request for proposal (RFP) and subsequently won the award, we had a letter of commitment from Larry MacKay to teach the Radioactive Waste Management Course. At that time, Mr. MacKay was an independent contractor. He has since become an employee at the Hanford facility of the Department of Energy (DOE). ORAU has held several conversations with both Mr. MacKay and the Department of Energy regarding his availability to teach the course now and in the future. Initially, DOE was concerned that Mr.

MacKay's subcontract arrangement with ORAU might be perceived as a conflict ofinterest (col) Although the COI issues have been resolved regarding the involvement of Mr. MacKay on the NRC contract, ORAU believes this activity places Mr. MacKay in an uncomfortable position with his employer and is therefore willing to release Mr. MacKay from any obligation as a subcontractor under this contract.

ORAU has identified Mr. Steven Duce as a substitute subcontractor for the instruction of the Radiation Waste Management Course. Mr. Duce taught the course for the NRC last year and was favorably evaluated. His resume is included.

2. Alex Boerner, identified in the ORAU contract as a secondary instructor, recently left ORAU b

'for another employment opportunity. As a result of Mr. Boerner's resignation, David Simpson,-

i the.ORAU lead instructor and NRC project cursight manager, has been reassigned on several other project management and instructional responsibilities.: ORAU is requesting a substitution of.

Jeanne McBride for Mr. Simpson in the project oversight responsibilities.' Ms. McBride's resume -

was included in the ORAU proposal but she was ndt identified as key personnel in the contract..

David Simpson_would have functioned as the secondary instructor to Mr. MacKay. However,.

ORAU has identified another secondary instructor to support Mr. Duce in the instruction of the L l

Radiation Waste Management Course. The resume of Mr. Michael Littleton is also enclosed for i

NRC approval for the secondary instructor for the RWM Course. ' Mr. Littleton has also served as -

a NRC instructor for this course and received excellent evaluations.

-We would appreciate your written concurrence in the substitution of Mr. Duce for Mr. MacKay.

The other substitutions are noted for you so that you will be aware of these changes and our j
