Dear Mr. Zech and NRC Commissioners:

As a City Councilmember of the City of Austin, I am in part responsible for protecting the health and safety of it's citizens.,

The recent hearings about the inadequacy and possible malfeasance of Region 4 at the NRC in inspection and enforcement of nuclear safety have caused me great concern.

This concern is particularly relevant to the Scuth Texas Nuclear Project, which is relatively close to Austin.

In the event of a nuclear accident, this plant could cause harm to Austin and its neighboring regions.

Pursuant to this concern, I want to express support for two recent motions before the NRC affecting STNP.

I wish to go on record as supporting the Government JS Acccountability Projects Motion for a special project team which can operate independently of Region 4, or of Victor Stello (Director of Nuclear Operations).

The objectivity at the conventional inspection process has been thoroughly questioned by the recent Congressional hearings, and an independent team is evident.

I further request that this independent team be extremely sensitive to tho identity of GAP's sources, and give the confidentiality of witnesses' identities the utmost reverence.

I also wish to support the Citizens Concerned about Nuclear Power (CCANP) organization's motion to reopen the licensing hearings. If the recent Congressional hearings are any indication of Region 4 procedure at STNP, there is no real understanding of the true status of STNP's safety, and a reopening would be imperative.

I am expecting your agency to carry out it's mission of public safety to the fullest extent that your charter allows, and encourage your pesitive action on these two motions.
