Dear Tom:

Subj ec: -

In the Matter of Texas Utill*les Electric Company, et d.

Comanche Peak Steam Electric Station, Units 1 and 2 Docket Nos. 50-445 and 50-446 NRC Pegion IV Audits and Inspection Reports This is to memorialize our telephone conversation today (as I told you I would) during which I requested information as to the status of the various audits and inspection reports discussed during monthly meetings over the past several months, and asking when we could expect copies of the audits and reports.

It is my understanding from our conversation that there is roughly a four-month lag before the reports are issued, which you stated was due to the logistics of getting the reports out, due to the large volume of information contained in them, the review and revision process through which they are going, the mechanics of having them typed, etc.

You indicated that the October 1985 report is in the final stages and should be out by the end.of this week or early next week, the November report is being typed and should be out in about another four weeks, the December report should be out in another four weeka from that time, etc.

You also stated that the audits which NRR has dofte would be issued as separate trip reports, and that we would have to talk to Mr. Noonan about getting those.

(In a subsequent telephone conversation with Charlie Trammell today, he stated that these trip reports and some other special reports such as audits were being put into the public document rooms.)

We are particularly concerned about the review and revision process of these reports. We note, based on further review of the transcripts of the public meetings, that the reports which you have not released contain information about significant deficiencies in the implementation of the CPRT. According to the transcripts of the meetings, Applicants have been receiving much more information about what Region IV has been finding than CASE has (as have Mr.

Noonan and others within the NRC) /1/. As you.must realize, withholding this information from CASE (especially when Applicants and NRC Staff are

. routinely and regularly receiving such information) makes it impossible for CASE to do its work.

I'm sure that in the future the Staf f will be serving all of this information on the Board (as it has in the past), and that you're sware that it and the underlying raw data are also being requested and should be supplied under various freedom of information act requests.

As I told you today, we are very anxious to get these reports and the underlying raw data, because we simply are unable to do what we.have to do until we have this necessary information.

Sincerely, CASE (Citizens Association for Sound Energy) pt%st Mrs.) Juanita Ellis, President cc: Service List f1/ See especially page 107 (lines 16-18) of December 18-19, 1985 TUCCO Meeting with NRC, CPRT Monthly Status, where CPRT's Mr. Hansel stated that "The. Region [IV] people let us know about the results of those

[ overview inspections by the NRC] almost as soon as they happen." (See also page 107 (lines 11-13) where Mr. Noonan stated that " Tom

[ Westerman] usually briefs us once or twice a week when I have one of my Staff meetings, and then he also keeps me up to date on a daily basis of the Region activities.")
