A deteiled ecende reflecting the key individuals with whom the Commissierer met is attached, along with background naterial provided prior to and durino the visits. 2. On July 6, the Comissioner met with George Stervenger, the recently appointed Vermont Public Service Comissicner and State FRJ Liaisen Officer. Other State officials noted on the agenda were also in attendance at various times curing the discussions. Highlights /tepics discussed included the fo11cwing: a. A jeb search is currently in progress to find a replacement for Phil Pauli, the State Nuclear Engineer. Over 80 applicants applied. b. The Comissierer was asked his opinien of the future of the nuclear option. He replied that there is a future, that we need to educate people about nuclear energy starting with d5e ycurg, that standardization will help, and that utility init. opent predictability or "stability is a must. c. The State provided two cepies of an analysis Ley performed concerning the ecoremic feasibility of a VY shutdown. They asked for an NRC review to verify their numbers were a~ curate and te be i sure any new NRC thinking was reflected. The Ccmissioner agreed to see if staff resources were available for such a review. The report concludes that it it not an economically viable alternative to shutdown YY. The recent Polonium 210 contamination and the concept of general licensees. The State was concerned that they do not kr.ew where all the sources are in their own State. They i suggested that an approach similar to that used in bottle bills could be used for scme devices ruch as snoke detectors, i.e.. require an up front deposit by end users I that is refunded when the device is turned in.
