REQUEST FOR WITHHOLDING IfiFORMATION FR0ti PUBLIC DISCLOSURE By your application dated August 9, 1988 and Westinghouse Electric Corporation's affidovit dated July 1,1988 you submitted WCAP-11773 (Proprietary) and WCAP-11774 (Non-proprietary) entitled "Technical Bases for Eliminating Residual Heat Removal (RHR) Line Rupture From the Structural Design Basis for South Texas Project Units 1 & 2" and requested that WCAP-11713 be withheld from public disclosure pursuant to 10 CFR 2.790.

You stated that the submitted information should be considered exempt from niandatory public disclosure for the following reasons:

The information reveals the distinguishing aspects of a process (or conponent, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a corrpetitive economic advantage over other companies.

The information consists of supporting data, including test data, ),

relative to a process (or component, structure, tool, method, etc.

the application of which data secures a competitive economic advantage, e.g., by optimizatior, or irproved marketability.

3.

The information, if used by a conipetitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing of a similar product.

4.

The information reveals cost or price information, production capacities, budget levels, or comercial strategies of Westinghouse, its customers or suppliers.

5.

The information reveals aspects of past, present, or future Westinghouse or customer funded development plans and programs of potential cou ercial value to Westinghouse.

The information is not the property of Westinghouse, but must be treated as proprietary by Westinghouse according to agreepents with the owner.

We have reviewed your application and the material in accordance with the requirernents of 10 CFR 2.790 and, on the basis of Westinghouse's statements, have determined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.

Therefore, the version (s) of the submitted inforination marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding frorr, public inspection shall not affect the right, if any, of persons properly and directly concerned tc inspect the docurrents.

If the need arises, we may send copies of this infortnation to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should change in the future such that the inforraation could then be made available j
