6hANCH The proposeo "Interpretive Rule" should help to eliminate some of the confusion surrounding the requirements for low power licensing.

During low-power testing, the plant never produces more than five percent of its capacity, and thus the risks are much less than they are for full power where the plant is operating at a much greater capacity.

The effects of an emergency situation at low-poter would take longer, and therefore we would have more time to react to the si t uat i on, implementing any necessary actions.

In addition, the safety systems within the plant have been designed to withstand 100% emergency situtations, so there should be no significant failure at less than 5%.

It should be noted that the proposed rule will not have an adverse effect on public safety in any way.

The rule simply reinforces that a full-scale public notification system is, and should be, required for full power operation, but not for low power.

I hope that you will consider this rule as a positive step toward providing the much needed power for the New England region which is ready and available from Seabrook Station.

Please say YES to the proposed rul e, and YES to the opening of Seabrook Station.
