SAFETY EVALUATION ADDRESSING THERMO-LAG RELATED AMPACITY DERATING ISSUES FOR CRYSTAL RIVER (TAC NO. M91772)

Dear Mr. Anderson:

By letter dated June 26,1996, you submitted tests to derive ampacity derating factors for selected fire barrier installations at Crystal River, Unit 3 (CR3). By letter dated July 3,1997, you also submitted a response to the U.S. Nuclear Regulatory Commission (NRC) Request for Additional Information related to Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers," for CR3.

The NRC staff, with assistance from its contractor, Sandia National Laboratories (SNL), has completed its review of your submittals. The results of our review are documented in the enclosed Safety Evaluation and SNL Technical Lolter Report, "A Technical Evaluation of the Florida Power Crystal River Ampacity Derating Test Repor195NK17030NC1973," dated September 8,1997, On the basis of our review, we conclude that the ampacity derating test results are acceptable and there are no significant safety hazards associated with the application of your ampacity derating methodology for CR3. This completes our effort under technical assignment control (TAC) number 91772 and the TAC is closed. Please be advised that your documentation associated with this effort may be a subject for future NRC audits or inspections.
