MONTICELLO NRC INSPECTION REPORT NO. 50-263/97014(DRP); AND
Dear Mr. Wadley:

On October 13,1997, the NRC completed an inspection at your Monticello reactor facility The
'
enclosed report presents the results of that inspection.
Durirg. (.ie 6-week period covered by this inspection period, your conduct of activities at the
Monticello facility was acceptable. 2ngineering personnel demonstrated a good questioning
..ttitude in their identification of a potential non conservative setpoint for condensate storage tank
low level. Ho vever, in two cases, plant personnel did not adequately evaluate current plant
conditions This resulted in a failure to reelign the suction valves for the high pressure coolant
l
injection and reactor core isolation cooling systems when a condensate storage tank level
instrumt nt was made inope.able, and in unanticipated valve movement during a surveillance
test.
In addition, a violation of NRC requirements was identified. Specifically, the inspectors identified
that the no1hwest portion of the vehicle ba'rier system did not meet regulatory requirements
The violation is .:ited in the enclosed Notice of Violation and the circumstances periaining to the
violation are described in detailin the enclosed report. The violation is a concern because it was
identified by the inspa . tors and the vulnerability was not noted during routine observations and
inspections of the system by your staff. Our understanding of your ccrrective actions taken to
correct the violation and prevent recurrence is discussed in Section S8.1 of the enclosed Report.
Therefore, you are not required to respond to this letter unless the ir; formation in Section S8.1 of
the report does not accurately reflect your coirective actions or your position, or if you choose to
provide additionalinformation.
