Catawba Nuclear Station Docket Nos. 50-413 and 50-414 SRO Upgrade Applications Dear Sir On July 1,1986, Duke Power Company substitted a group of operator license appli-cations for Catawba Units 1 and 2.
Included in this package were applications to l
upgrade seven Reactor Operator (RO) licenses to Senior Reactor Operator (SRO) i licenses. Two of the gentlemen involved, Messrs Beaver and Ramseur, do not meet the experience requirements of Operator Licensing Examiner Standard ES-109, Section C.1.a.
The same experience requirements were contained in a March 28, 1980 letter from H.R. Denton to all licensees. Reference to this letter was included in Sections 6.3 and 6.4 of the Catawba Units 1 and 2 Technical Specifi-cations. A change to the Technical Specifications to allow an exemption from these experience requirements for Messrs Beaver and Ramseur will be submitted in the near future. This exemption would be consistent with the licensing bases for Catawba as these two gentlemen meet or exceed the experience requirements of Regulatory Guide 1.8 and ANSI N18.1-1971 as comitted in the Catawba FSAR and approved by the staff in the Catawba SER. As shown on Attachment 1, these two individuals have 7 1/2 years of experience on site at Catawba. During this time the applicants were actively involved in preoperational testing and checkout, startup testing and operator training. We conclude that their backgrounds and experience constitutes an acceptable alternative to the requirements of the Denton letter and ES-109.
It is therefore requested that NRC/ Region II waive the experience requirements of ES-109 for the two SRO applicants identified in Attachment I and administer the license examinations as scheduled.
