SUBJECT: NRC INSPECTION REPORT 50-458/98-01

Dear Mr. McGaha:
From February 10 to 13,1998, an announced, emergency preparedness inspection wws
conducted at your River Bend Station reactor facility. The enciesed report presents the scope
and results of that inspection.
The inspection included implementation of your emergency plan and procedures during your
biennial smergency preparedness exercise. Overall, performance during the bierinial exercise
was generally very good; however, one exercise weakness was identified. The exercise
weakness involved the operations support center's failure to promptly and properly dispatch
inplant repair teams.
Exercise weaknesses, according to 10 CFR Part 50, -
i.iV.F.2.g, are inspection
findings that need to be corrected by the licensee. Tturwoit.. you are requested to provide this
offica with a description of your corrective measures and your schedule for completing these

actions within 30 days after receipt of this letter.
In addition to the exercise weakness, an unresolved item was identified conceming whether
Regulatory Guide 8.13 trainin0 (protection of the embryo / fetus) was conducted in cecordance
with the Updated Safety Analysis Report. This matter is discussed in Section P5 of the enclosed
report. The item is unresolved pending determination of whether the Regulatory Guide 8.13
subject matter was covered as part of other required training.
In accordance with 10 CFR 2.790 of tha NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
