This is to advise the Council on Environmental Quality that under Section 274 of the U.S. Atomic Energy Act of 1954, as amended, the Nuclear Regulatory Commission has

' approved an Agreement with the State of Ohio.' This Agreement transfers to the State the Commission's regulatory authority over byproduct material, source material and special nuclear -
