This letter refers to an' unannounced routine safeguards inspection of your activities ~ authorized by NRC License Number DPR-7, conducted by Mr.~A. D.

McQueen of this office _on August 14 - 24,.1989.
It also refers to the-discussion' of-our inspection findings. held by the inspector with the plant manager'and members of the Humboldt Bay Power Plant staff on August' 16, 1989.
JAreas examined during the inspection include activities related to physical'
fprotection.as' described in the enclosed inspection report. Within these areas, ithei nspection' consisted of selective examinations of procedures and records, i
interviews with facility. personnel, and observations by the inspector.
'Within.the.s' cope of this inspection, no violations were observed.
..In 'accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title:10, Code' of Federal. Regulations, documentation of the findings of your safeguards. and security measures are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room and will = receive limited-distribution.
We have determined that the enclosures so designated contain Safeguards Information and therefore are subject to the controls of 10 CFR 73.21.
