HOLTEC DECOMMISSIONING INTERNATIONAL, LLC, INDIAN POINT NUCLEAR GENERATING STATION UNITS 1, 2, AND 3 - NRC SECURITY DECOMMISSIONING INSPECTION REPORT NOS. 05000003/2022402, 05000247/2022402, AND 05000286/2022402
Dear Mr. Trice:
On September 28, 2022, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at the permanently shut down Indian Point Nuclear Generating Station Units 1, 2, and 3. On-site inspection was performed September 26-28, 2022. The inspection examined activities conducted under your licenses as they relate to security and compliance with the Nuclear Regulatory Commissions (NRC) rules and regulations and with the conditions of your licenses. The inspectors reviewed select procedures and records, observed activities, interviewed site personnel, and performed site walk-downs. The NRC inspectors discussed the results of this inspection with Mr. Richard Burroni, Site Vice President, and other members of your staff on September 28, 2022. The results of this inspection are documented in the enclosed report.
Based on the results of this inspection, one violation of very low security significance, Severity Level (SL) IV, involving violations of NRC requirements is documented in this report. The NRC is treating this violation as a Non-Cited Violation (NCV) consistent with Section 2.3.2.a of the Enforcement Policy. The current Enforcement Policy is available on the NRCs Web site at http://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html.
However, the material enclosed herewith contains Security-Related Information in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from NRC's ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1)
and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.
