Data Collection, Generic Clearance for U.S. Nuclear Regulatory Commissions Human Performance Test Facility to Collect Data on Human Performance and Human Reliability Analysis Related to State-of-the-Art in Human Factors Engineering and Control Room Operation Agency U.S. Nuclear Regulatory Commission Action Request for public comments.

Summary In accordance with the Paperwork Reduction Act of 1995, the Nuclear Regulatory Commission (NRC) is seeking public comment on approval of data collections for the Human Performance Test Facility (HPTF). The purpose of the data collections submitted under this generic clearance will be to address research gaps in human performance and human reliability analysis in the nuclear domain and contribute to our understanding of various cognitive and physical elements that facilitate interactions with state-of-the-art technology and support safe control room operation. Research findings from these data collections will support informational needs of the NRC and ensure that our human factors engineering guidance documents and human reliability analysis methods support the review and evaluation of state-of-the-art human factors programs (as required by 10 Code of Federal Regulations (CFR) 50.34(f)(2)(iii)).

Dates Comments must be received in writing within 60 days of this Federal Register Notice publication date.

Supplementary Information Abstract: The proposed generic information collection clearance will enable the Human Performance Test Facility (HPTF), on behalf of the Nuclear Regulatory Commission (NRC), to conduct human performance research. Data collections covered by this clearance include

cognitive laboratory studies, online qualitative or quantitative studies, and in-person observation testing. These data are essential to address gaps in nuclear domain specific research, support informational needs of the NRC, and to ensure our human factors engineering guidance documents and human reliability analysis methods support the review and evaluation of state-of-the-art human factors programs (as required by 10 Code of Federal Regulations (CFR) 50.34(f)(2)(iii)). Following standard Office of Management and Budget (OMB) requirements, the HPTF will submit an individual request to OMB for every group of data collection activities undertaken under this generic clearance. The HPTF will provide OMB with a copy of the individual instruments or questionnaires, as well as other materials describing the project.

Respondents: It is estimated that approximately 300 respondents will be involved in data collection for the 3-year clearance period.

Estimated Total Burden Hours and Cost: The estimated burden for planned projects covered under this generic clearance over the 3-year clearance period is approximately 300 hours0.00347 days <br />0.0833 hours <br />4.960317e-4 weeks <br />1.1415e-4 months <br />. The estimated cost burden over the 3-year clearance period is for this collection is $90,000.

Comment Is Invited Comment is invited on (a) whether this information collection request is necessary for the proper performance of the functions of the agency, including whether the information collected will have practical or scientific utility; (b) the accuracy of the U.S. NRCs estimate of the burden of the information collection request, including the validity of the methodology used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection request on respondents, including the use of automated, electronic, mechanical, or other technological collection techniques or other forms of information technology. Consideration will be given to comments and suggestions submitted within 60 days of this publication.

All comments received in response to this notice, including names and addresses when provided, will be a matter of public record. Comments will be summarized and included in the submission request for Office of Management and Budget (OMB) approval.
