In accordance with 10 CFR 50.54(p), ADP CR3, LLC (ADP CR3) hereby submits the Crystal River Unit 3) Independent Spent Fuel Storage Installation Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revision 5.

By letter dated February 20, 2024, ADP CR3 notified the NRC of Revision 4 to the Crystal River Unit 3 Independent Spent Fuel Storage Installation Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (the Security Plan) in order to comply with new rule 10 CFR 73, Enhanced Weapons, Firearms Background Checks, and Security Event Notifications effective April 13, 2023. ADP CR3 was compliant with this final rule by the required compliance date of January 8, 2024.

Subsequently, an outdated reference to 10 CFR 73.71 was identified in Revision 4. Section 22 of the Security Plan states the notification to the NRC for suspension of security measures must be completed within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> in accordance with 10 CFR 73.71. The reference to 73.71 is no longer applicable.

This revision 5 to the Security Plan is an editorial change and includes a minor change to the definition of"Authorized Weapon" to align with the formatting of other definitions in Appendix A.

An evaluation of the Security Plan revision, in accordance with 10 CFR 50.54(p)(2), has determined that the incorporated changes do not reduce the effectiveness of the plan and that the plan continues to meet the standards of 10 CFR 72.212(b)(9).

This letter includes two enclosures. Enclosure 1 contains a Summary Description of Changes. is Safeguards Information as defined in 10 CFR 73.2 and contains a copy of the Crystal River Unit 3 Independent Spent Fuel Storage Installation Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revision 5.

No new regulatory commitments have been made in this letter.
