Background
- Relief Request I3R-23 was authorized until the end of 2025 for Byron Unit 1 by NRC Safety Evaluation (SE) dated December 10, 2014, to extend the volumetric examination of reactor pressure vessel (RPV) welds, pertaining to ASME BPV Code,Section XI, Examination C ategor ies B-A and B -D, from 10 to 20 years (ADAMS Accession Number ML14303A506, correction letter ML15022A416).
- The third ISI inter val for Byron Unit 1 ended on July 15, 2016. The fourth ISI inter val ends on July 15, 2026.

Reason for Request
- Constellation is planning to reschedule the volumetric examination of Byron Unit 1 RPV welds, pertaining to Examination Category B-A and B-D, during the fourth ISI inter val in the spring 2026 refueling outage.
- This eliminates an additional core barrel removal during the fall 2024 refueling outage (original planned date for the RPV welds examinations) which results in a reduction in industrial safety hazards and person-re m exposure.
- This also minimizes outage execution risk as performance efficiencies can be increased with other major inspections and maintenance projects by allowing for better project planning and work coordination.
2 l Relief Request for Alternative Requirements for Byron Unit 1 Reactor Vessel Inservice Inspection Intervals Privileged and Confidential Proposed Alternative
- An alternative is requested to perform the volumetric examination of Byron Unit 1 RPV welds during the fourth ISI interval in the spring 2026 refueling outage.
- As the third ISI interval ended on July 15, 2016, the proposed alternative is within the timeframe specified in Plant-Specific Information Item (3) under Section 2.4 of NRC SE for relief request I3R-23:
Licensees must report the results of prior ISI of the RPV welds and the proposed schedule for the deferred RPV weld exams for the 20- year ISI inter val. The 20-year inspection interval is the maximum interval allowed per WCAP -16168-NP, Revision 2. In its request for an alternative, each licensee shall identify the years in which the deferred inspections will be performed. The dates provided in licensees' requests must be within plus or minus one refueling cycle of the dates identified in the revised implementation plan provided to the NRC in PWROG Letter OG-10-238, dated July 12, 2010 (ADAMS Accession No. ML11153A033).

- This proposed alternative does not affect any technical basis described under relief request I3R23 as they remain valid.
- This proposed alternative provides an acceptable level of quality and safety in accordance with 10 CFR 50.55a(z)(1).
