BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 - SUBSEQ UENT LICENSE RENEWAL APPLICATION ONLINE REFERENCE PORTAL

Dear James Barstow:

By Subsequent License Renewal Application Appendix E, Applicant’S Environmental Report-Operating License Renewal Stage|letter dated January 19, 2024]] (Agencywide Documents Access a nd Management System (ADAMS) Package Accession No. ML24019A009), Tennessee Valley Au thority (TVA) submitted an application for subsequent license renewal of Renewed Facili ty Operating License Nos. DPR-33, DPR-52, and DPR-68 for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3, respectively, to the U.S. Nuclear Regulatory Commission (NRC).

The NRC staff continues to seek approaches to improve efficienc y and support an effective review. One method to increase efficiency of the NRC staffs re view of the subsequent license renewal application (SLRA) is the use of an online reference po rtal that will allow the NRC staff and its contractors limited, read-only access to the documents and other reference materials cited in and in support of the SLRA. In cases where the NRC sta ff identifies documents as necessary to support its determinations in the safety evaluatio n report or environmental impact statement, the NRC staff will request that those documents be s ubmitted on the docket.

The use of the online reference portal will be in accordance wi th the following restrictions:

  • The online reference portal will be password-protected, and pa sswords will be distributed only to NRC staff members and contractors directly involved in the BFN SLRA review on a need-to-know basis.
  • The online reference portal will not support any printing, sav ing, or downloading functions.
  • The NRC staff members and contractors given password access to the online reference portal will be informed of the conditions related to the use of the online reference portal by NRC project managers.
  • The conditions associated with the online reference portal wil l be maintained throughout its use during the BFN SLRA review process.
  • Documents posted to the online reference portal will be limite d to basis and other reference material cited in the SLRA, unless otherwise agreed u pon by TVA and NRC management.

The NRC staff requests that the portal be fully populated with plant documents and well organized to facilitate efficient search capability and ease of use, starting from the date of acceptance of the application to issuance of both the safety re view audit report and the environmental review audit report, for all NRC staff members and contractors directly involved in the BFN SLRA review.
