Vsem Panasumar NorLaam OranATIONE September 12, 1985 Dr. J. Nelson, Grace Serial No.85-624 Regional Administrator N0/ ALM: ace Region II Docket Nos. 50-338 U. S. Nuclear Regulatory Commission 50-339 101 Marietta Street License Nos. NPF-4 Suite 2900 NPF-7 Atlanta, Georgia 30323 Gentlemen:
VIRGINIA ELECTRIC AND POWER COMPANY j NORTH ANNA POWER STATION i NOTIFICATION OF DELETION OF SECURITY POST In our response (Serial No. 383A, August 1, 1984) to your Notice of Violation (Inspection Report Nos. 50-338/84-18 and 50-339/84-18 dated June 11, 1984) we stated that a security post would be established at the entrance ~ turnstiles as one of several corrective steps taken to improve the access control process to the plant. These steps have been effective i in heightening the awareness of the access control officers, improving the '
badge issuing procedure, enhancing the legibility of the names and badge i
numbers on the badges, and establishing the full cooperation of all individuals requesting their badges to ensure that they have been issued the correct badge.
' Statistical evidence has been assembled (Attachment 1) to verify that the correct 've measures taken are effective. Attachment 1 indicates that since the establishment of the corrective steps that only I badge out of i
327,213 issued have been detected by the security officer at the turnstiles as being incorrectly issued. Accuracy in the issuing process
- is ensured by the Access Control Officer, who first requests the 4
individual's badge number, then verifies the number and compares the identity of the individual to the badge photograph, and finally requests the name of the individual to verify with the badge prior to issuance.
Given the noted improvement in badge issuance we conclude that eliminating the security post at the turnstiles does not degrade access control 2
