Dear Mr. Collins:

In Reference 1, we committed to completing plant modifications necessary to bring fire barrier installation 16F-1 and its associated fire zone into compliance with 10CFR50, Appendix R, Section III.G.2.a by July 31,1997. Those modificatione have been completed and compliance of fire barrier 16F-1 has been achieved. This completes Schedule item 14 of Reference 1 as well as all analyses and modifications necessary to eliminate Duane Arnold Energy Center (DAEC) reliance on Thermo-Lag fire barrier material.

In Reference 2, we stated that DAEC would not take credit for the revised fire hazards analysis and completed plant modifications until completion of operator training. We further stated that all compensatory measures in place for Generic Letter 92-08 would l remain in place until completion of operator training on the new analysis. The d purpose of this letter is to notify you that DAEC has completed this operator training, taken credit for the revised fire hazards analysis, and removed compensatory measures.
