REPLYTO NRCINSPECTION REPORT 50-317/87-12; 50-318/g7-13

'
The subject inspection report identified one Unresolved Item (50-317/87-12-01) regard-ing the maintenance and calibration of safety-related analog instruments that are not specifically covered by Technical Specification Specific pre-approved acceptance i
'
criteria for the calibration of these instruments were not maintained in either a file or the calibration procedure. However, the inspector noted that Calvert Cliffs was in ,
the process of establishing such criteria through the use of hlaster Calibration Data i Sheets (htCDS).
We have determined that our htCDS program should address additional safety-related instruments beyond those discussed during the inspection. The original scope included !
only safety-related analog instruments not covered by Technical Specifications. We are '
including safety-related instruments with specific quantitative setpoints, as well as safety-related analog instruments which are covered by Technical Specification Issuing SICDS for these additional instruments provides consistent, detailed guidance to our technician i
'
Documentation substantiating acceptance criteria will be compiled in easily accessible files. This was not part of the original scope, but will provide clear records which !
can be easily maintained and audited. We are providing a high Ic"el or detail on each htCDS, making them accessible sources of design information for calibration and planning of instrument calibration activities. As a result, each htCDS and associated documentation will be as useful a product as possible for technicians, maintenance -
planners, and engineers.
'
We have performed a detailed analysis of all work required to seaerate each htCDS, including in-field verification of equipment. Approximately 1700 safety-related instruments will have a htCDS. Of these, approximately 1100 instruments are analog instruments not covered by Technical Specification We are approaching the effort in a systematic manner (i.e., by system and/or type of i instrument), and are issuing each htCDS as it b generated and approved. To the extent t practical, we will first issue htCDSs for thosc instruments discussed during the exit meeting. Based on this, we expect to complete the approximately 1100 htCDSs (for safety-related analog instruments not covered by Technical Specifications) by
,
December 31, 198 i While the above htCDS program goes beyond that originally discussed during the ;
inspection (as well as regulatory requirements), it will be more useful if implemented ,
