ENFORCEMENT DISCRETION - BRUNSWICK UNITS N0. 1 AND 2 This letter confirms the telephone conversation between Mr. P. Fredrickson, NRC Region II and Mr. E. A. Bishop, CP&L, on June 6,1988, concerning enforcement discretion for the Brunswick Units No. 1 and 2. Our action was based on your verbal request on June 6,1988, and documented in your letter dated June 7, 1988.
The discretion permitted the initiation of an orderly shutdown of Units 1 and 2 without isolation of HPCI and RCIC due to inoperable instrumentation to detect high steam flow greater than 300 percent.
