I. Organization The Manager - Nuclear Plant is responsible for assuring compliance with the provisions of the Environmental Technical Specifications.

II. Review In addition to the responsibilities specified in Appendix A to the Operating License, the safety review committees shall have the following responsibilities concerning the environinental impact of the plant.

A. Plant Operation Review Committee (PORC)

1. Review proposed on-site tests and experiments and results thereof, when such tests have environmental significance.
2. Review proposed changes to the Environmental Technical Specifications.
3. Review events involving a significant environmental impact.
4. Review of procedures described in Section IV.A.

B. Nuclear Review Board (NRB)

1. Review proposed changes to the Environmental Technical Specifications.

III. Reporting Requirements Written notification shall be submitted to the Administrator of the Regional Office and the Director, Office of Nuclear Reactor Regulation for:

A. Changes to, or renewals of, the NPDES Permit within 23 working days following the date the change or renewal is approved.

B. An appeal or stay of the NPDES Permit, in part or in its entirety, within 23 working days following the date the stay is granted.

C. Changes to the effective NPDES Permit proposed by the licensee by providing a copy of the proposed changes at the same time it is submitted to the permitting agency.

D. An application for renewal of the NPDES Permit' by providing a copy of the Application at the same ti.me it is submitted to the permitting agency.

E. Description of NPDES violations by providing a copy of the licensees response at the same time it is submitted to the permitting agency.

F. Events involving a significant environmental impact within 23 working days of the. event.

G. Changes to the plant that affect the environmental impact evaluation contained in the Environmental Report or the Environmental Statement. This reporting requirement does not preclude making changes on short notice that are minor in terms of environmental impact.

IV. Procedures A. Procedures and appropriate checkoff lists shall be available for the following:

1. Anticipated operation of plant components and systems involving the environmental aspects of

.the' plant.

2. o Acti~ns.to be taken to correct specific and foreseen potential malfunctions of system or components involving the environmental aspects of the plant.

B. The Plant Operation Review Committee shall be responsible for the review of procedures described under Section IV.A, and changes thereto. Each l procedure shall be approved by the Manager - Nuclear l

Plant 01 his designated alternates, prior to implementation.

C. Temporary changes to the procedures of Section IV.A may be made provided:

1. The intent of'the original procedures is not altered.

2. The change is approved by two members of the plant management staff, at least one.of whom holds a Senior Reactor Operator's License on the unit affected.
3. The change is documented, reviewed by PORC, and approved by the Manager - Nuclear Plant or his designated alternates within 10 working days of implementation.

V. Records Retention Records relative to the following items shall be kept in a manner convenient for review and shall be retained for 5 years, unless a longer period is required by applicable regulations.

A. Records'of principal maintenance activities of equipment which may affect the environmental impact of the plant.

B. Records of events involving significant environmental impact.

C. Records of changes made to operating procedures, equipment permits, and certificates.
