NOTICE OF VIOLATION The Cleveland Electric Illuminating Docket No. 50-441 Company As a result of the inspection conducted on January 12 through 16, 1987, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2 Appendix C (1985), the following violation was identified:
10 CFR 50, Appendix B, Criterion XIII, as implemented by CEI's Project Maintenance Activity (PMA) program,Section III, Category 44, states "that piping to be blocked or cribbed on dunnage to allow natural drainage.
Storage areas to be well draining and free of standing water. Plastic end cap to be installed snug on high end of spool. Low end to remain uncapped."
Contrary to the above, the Parmly Road laydown yard exhibited several areas that were not in conformance with this program, such as, plastic end caps not installed on high end of spool, piping not up on cribbing or dunnage.
This is a Severity Level V violation (Supplement II).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1)correctiveaction taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
