License Condition 2.C.(8)
Our letter dated April 20, 1989 committed to the completion of' an evaluation of walkie-talkie use restrictions and subsequent postings upgrade by June 30, 1989 as part of the proposed license change involving license condition 2.C.(8) Detailed control Room Design Review (DCRDR). The evaluation and the placement of permanent yellow caution tags in the identified radio exclusion areas was completed on August 3, 1989.
On April- 11, 1989 the resolution of the DCRDR License Condition item involving Human Engineering . Discrepancy HED 2MCR-0203 was discussed with members of your staff. The HED addresses the effectiveness of mobile radio communications in certain ' plant areas. During the discussion members of your staff asked if areas where mobile radio use'was restricted were clearly identified. Our letter dated April 20, 1989 indicated that an evaluation was in progress and that the evaluation and postings upgrade was scheduled for completion by June 30, 1989.
The original commitment date of June 30, 1989 was selected based upon resource requirements to support the scheduled start-up of BV-2 after the first refueling outage.
However, the outage was extended by approximately 3 weeks followed by a short period of operation and a shutdown for approximately 3 more weeks due to a steam generator tube leak.
Six weeks of downtime resulted in increased expenditure of resources to start up the plant and the commitment date for the evaluation and postings upgrade was missed.
