ISSUANCE OF AMENDMENT NO. 9 TO FACILITY LICENSE NO. TR NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (TAC NO.

M97823)

Dear. Mr. Campbell:

The Commission has issued the enclosed Amendment No. 9 to Facility License No. TR-3 for the' National Aeronautics and Space Administration (NASA) Plum Brook Reactor Facility.

The amendment consists of changes to the facility license and technical specifications (TSs) in response to your submittal of November 4,1996, as supplemented on December 20,1996, September 18,1997, March 30,1998, and April 13,1998.

The amendment provides administrative changes to the facility license and TSs to allow the continued possession of the facility, as well as additional specifications for the selective testing, operability and replacement of components and systems. This amendment is in accordance with the provisions of 10 CFR 50.51(b) which requires that each license for a facility that has permanently ceased operations continues in effect beyond the expiration date to authorize ownership and possession of the production or utilization facility, until the Commission notifies the licensee in writing that the license is terminated. In accordance with this requirement, until the license is terminated, NASA shall (1) take actions necessary to decommission and decontaminate the facility and continue to maintain the facility and (2) conduct activities in accordance with all other restrictions applicable to the f acility in accordance with the NRC regulations and +he provisions of the Plum Brook Reactor Facility license. Further,10 CFR 50.82(b)(4)(i) requires decommissioning without significant delay.

The NASA amendment requests and supplements are consistent with these requirements.

If NASA's plans should change in this regard, NASA should inform the NRC of the proposed changes at the earliest convenience.
