Dear Mr. Bayless:

On July 14 and 15,1998, NRC senior managers met to evaluate nuclear safety performance of operating reactors. fuel cycle facilitic.s, and other materials licensees. The NRC conducts this meeting periodically to determine if the safety performance of variour licensees exhibits sufficient weaknesses to warrant increased NRC attention or if it is trending adversely and requires steps be taken to communicate concerns to the utility's president or board of directors.

At the July 1998 Senior Management Meeting (SMM), the Clinton Power Station (CPS) was discussed.

The CPS remains on the NRC Watch List as a Category 2 plant. Plants in this category have been identified as having weaknesses that warrant increased NRC attention until tne licensee demonstrates a period of improved performance. A summary of NRC discussions related to CPS follows:

The NRC senior managers focused on the numerous Watch List removal matrix criteria that the plant had not yet achieved. They discussed Illinois Power's organizational changes and decision to extend the shutdown in order to complete human and hardware improvements, such as those associated with the electrical breaker and degraded voltage concerns. It was noted that while management oversight at the facility had improved and a new comprehensive recovery plan and corrective action program had  ;

been developed, equipment condition and human performance problems continued to i surface since the last SMM, indicating that these programs were still in the early stages of implementation. NRC performance indicators revealed several concerns including

long-standing design issues. The senior managers determined that there was a continued need for high level NRC attention at this site.

Dr. Carl J. Paperiello, the Acting NRC Region ill Administrator, has discussed the bases for our conclusions with regard to the Clinton Power Station with members of your staff.

An NRC Commission meeting, open to the public, is scheduled to be held in the Commissioners' Conference Room in Rockville, Maryland, on July 29,1998, to review the results of the latest meeting c,f the NRC senior managers.
