NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-454; 50-455 Byron 1 and 2 Licenses No. NPF-37; NPF-60 As a result of the inspection conducted from September 15, 1986, through November 13, 1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the following violation was identified:
- 1. 10 CFR 50, Appendix B, Criterion V, as implemented by CECO Topical Report CE-1-A, " Quality Assurance Program for Nuclear Generating Stations," and Ceco Corporate Quality Assurance Manual, Nuclear Generating Stations, Quality Requirements, requires that the licensee accomplish safety-related activities in accordance with documented procedures.
NPS Procedure 3.0.9, Revision F, Paragraph 6.5.5 states that "All measurement tolerances will be consistent with those specified in S&L Project Instruction PI-BB-26." S&L Project Instruction PI-BB-26, Revision 4, Paragraph 3.1 states that "The specified "as-built" dimensions shall be recorded by entering the information within a " box" as shown in Figure 1."
Contrary to the above, certain angles were not " boxed in" as required.
Examples of this deficiency are illustrated on Hunter Corporation Isometric Spool Drawings SI-1, " Safety Injection Unit 1", Revision 11A, SI-15, " Safety Injection Unit 1, Revision 10H, and RC-9, " Reactor Coolant Unit 1" Revisions 6K (454/86027-01; 455/86044-01).
This is a Severity Level IV violation (Supplement II).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
