DRAFT 1999 REGION IV INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM REPORT In April 1999, a team from the Offices of Nuclear Material Safety arid Safeguards (NMSS),
State Programs, Region ll, and the State of Mississippi reviewed the Region IV nuclear ;
materials program as part of the Integrated Materials Pedormance Evaluation Program ;
(IMPEP), as described in the U.S. Nuclear Regulatory Commission Management Directive 5.6. { '
. Regional materials programs are evaluated every 2 years, under IMPEP, using five performance indicators common to regional and Agreement State programs, and additional .
non-common Indicators specific to the Nuclear Regulatory Commission's (NRC's) four regions. !
l Attached for your comment is the draft IMPEP report, which documents the results of the j review held in your offices on April 5-9,1999. Ms. Sally Merchant, of this Office, was the team leader for the Region IV IMPEP review. The review team's recommendations were discussed ,
with you, Mr. Gwynn, Mr. Chamberlain, and other regional managers and staff on April 9,1999. l The review team's proposed recommendation is that the Region IV nuclear materials program be found adequate to protect public health and safety. The final determination of Region IV adequacy, based on the review team's report, will be made by a Management Review Board
' (MRB) composed of NRC managers and an Agreement State program manager who serves as a liaison to the MRB.
I in accordance with the procedures for implementation of IMPEP, we are providing you with a {
copy of the team's draft report for review before submitting it to the MRB, and we are l simultaneously placing the draft report in NRC's public document room (PDR). You should ]
review the factual correctness of this draft. Please provide your response to me within 2 weeks 1 of receipt of this letter, and include the PDR on distribution for your response. If you need more l time to review and comment, please contact Ms. Merchant. We can provide up to an additional j 2 weeks, if necessary. {
