We are enclosing herewith a Supplement to Little Bay's License Transfer Application Requdng Consent for Transfer of Montaup Electric Company's Interest in Operating License NPF-86 for the Seabrook Station to Little Bay Power Corporation (" License transfer Supplement"). The initial transfer application was filed on September 29,1998, and assumed l regulatory approval by January 31,1999. Based on this assumption, the projections of anticipated costs and revenue, as required by 10 C.F.R. 50.33(f), were provided for the five-year period 1999-2003. Because it appears that the requested regulatory approvals will not be attained in the early part of the first quarter of 1999, Little Bay is updating the projections to reflect a time period extending through 2004. This update will also reflect current market conditions for the sale of electricity in the New England area and current cost projections for operating the Seabrook plant. The updated cost-revenue projections continue to show that Little Bay is financially qualified with respect to its share of Seabrook's operational, maintenance, and related costs.

I am enclosing together with the License Transfer Supplement redacted copies of /

Exhibits 1,2 and 3 deleting sensitive commercial and financial proprbtary information. I am /

also enclosing an Affidavit of Frank W. Getman, Jr., President of Litue Bay Corporation, together with the unredacted versions of Exhibits 1,2, and 3 which contain sentitive commercial and financial confidential. Mr. Getman's Affidavit requests the NRC to I (n maintain the unredacted versions of Exhibits 1,2 and 3 confidential under 10 C.F.R. 2.790.
