Enclosed please find an application from inrad Incorporated for a license to export 500 kilograms of heavy water to Canada (an estimated average of 100 kilograms /yr for 5 years). The heavy water will be upgraded and returned to the United States. ,
Before taking action on this request, we would appreciate your views, in accordance with established proceduret, as to whether the proposed export meets the applicable criteria in the Atonic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
