Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318 Generic Letter 86-04, " Policy Statement on Engineering Expertise on Shift" Gentlemen:

In response to the questions contained in the subject generic letter, the Baltimore Gas and Electric Company currently utilizes three methods for providing engineering expertise on shif t in the Shif t Technical Advisor (STA) position. They are:

1. The use of non-degreed Senior Reactor Operators who have completed an NRC approved STA training program; or
2. The use of Senior Reactor Operators who possess a baccalaureate degree in engineering, engineering technology, or a related science from an accredited college or university; or
3. The use of individuals who possess a baccalaureate degree as described above and who have completed our NRC approved STA training program.

In conjunction with methods (1.) and (2.) above, we presently recognize only one engineering degree " equivalency." If a degreed individual has satisfactorily completed the U. S. Navy's Nuclear Training Program for Officers, we consider his degree to be equivalent to an engineering degree, regardless of discipline.

We do not anticipate any modifications to these methods for providing e'ngineering expertise on our operating shif ts. We believe in and plan to continue selecting the best qualified individuals to supervise our shif ts, regardless of whether or not those individuals have a degree.
