NRC EQ Completion Letter

Dear Sir:

The purpose of this letter is to document that Seabrook has completed the EQ Qualification Program and that the Operational Program to maintain EQ qualifications has been implemented.

Reference (b) is a summary of the NRC EQ audit observations. Refe rence (c) as well as several additional submittals on EQ have responded to the EQ observations. We have completed the revisions of the equipment files the Staff audited, and we have qualified all equipment within the scope of 10CFR50.49. In response to IE Notice 86-03 and the Staff's plant site obser-vations regarding Limitorque actuator jumper wires, we have completed a re-certification of the walkdown documentation (GTE-1113). We have replaced all jumper wires without explicit identification or traceability. All other observations and comments resulting from the NRC audit have been responded to and closed by subsequent submittals.
