1 l Enclosed is an application for an export license (XSNM03066), recently received by the Nuclear Regulatory Commission, for the export of low-enriched uranium. in various forms, to Mexico for use as reload fuelin the Laguna Verde Units I and ll.
l Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended. Please note that the applicant has requested expedited handling of this request in order to meet an early May shipping schedule.
Please also note that a portion of the material may contain Canadian-origin source. material.

Dear Ms. Wright:
I The attached is General Electric Company's original NRC License application for 290,577 Kgs ,
Uranium Dioxide (UO2) ranging from natural up to a maximum of 5.0% enrichment,256,240 Kgs Uranium, 9,488 Kgs U-235 to be exported as fuel assemblies, powder, pellets, or rods with ultimate end use being reload fuel for the Laguna Verde Nuclear Plant in Mexico.
Enclosed is General Electric Company's check # 0013952491 in the amount of $4,800.00 payable to the U.S. Nuclear Regulatory Commission for the processing of this license application as required by law. This export license is needed by April 1999 to assure first shipment in May 1999. The customer, CFE ofMexico, and General Electric request this license in order to assure deliveries from the USA to Mexico.
