Oregon, on March 28, 1969 is forwardsd for information. ESCO is manufacturing the fittings to be used in i

the piping of the primary coolant system of PC&E's Diablo Canyon nuclear plant No.1. Since ESCO is also the manufacturer of the primary coolant pump suction covers for the Dresden 11 reactor, a review of the quality control ef forts related to these components was included during the visit at the request of Region III.

The evaluation of the vendor's quality assurance program (see Appendix A) is presented in what I consider to be a precise and concise fomat which clearly avoids any confusion with quality control programs. This fortsat also affords a uniforts basis for comparison evaluations of the varied quality assurance programe in effect at the construction sites and vendor plants.

Based on the information obtained during the visit, it appears that the activities of PG6F Westinghouse and ESCO are suf ficient to provide reasonable assurance that the pipe fittings manufactured by ESCO will be of a quality consistent with the requirements j prescribed in the preliminary safety analysis report for the Diablo Canyon No. I nuclear power station.

t You will note that ESCO retains the radiographs of the fittings.

During our next visit to PG&E we will review PG&E's over-all quality assurance-quality control progran and determiae the I ultimate disposition of the film.
