SUBJECT: NRC ROUTINE RADIATION PROTECTION AND CHEMISTRY INSPECTION

REPORT NO. 50-440/97003(DRS)

Dear Mr. Myers:

On April 10,1997, the NRC completed an inspection of your Perry Nuclear Power Plant.

The enclosed report presents the results of that inspection.

Your radiological effluent controls were effective in maintaining off site exposure low, i

Several effective initiatives, such as the liquid discharge minimization plan, were

implemented to minimize radioactive effluent discharges. However, a number of problems l

were identified in your radiation monitor program. In particular, your staff was initially  ;

unaware of the proper actions to take when the off-gas ventilation monitor was ,

determined to be out of calibration. In addition, routine self-assessments failed to identify l

some radiation monitor material condition problems.

In accordance with 10 CFR 2.790 of the Commissions regulations, a copy of this letter

and the enclosure will be placed in the NRC Public Document Room. '
